Home Purchase Assistance Program (HPAP)
Grant Amount: Up to $3,000
Provides closing cost assistance for first-time buyers who meet income eligibility requirements. This program is designed to help low-to-moderate income families achieve homeownership within the City of Rochester.
Home Rochester Program
Buyer Contribution: Minimum of $1,500
A partnership between the City of Rochester and the Greater Rochester Housing Partnership. Homes are sold to income-qualified buyers who currently do not own property. Buyers must secure a conventional fixed-rate mortgage and commit to living in the home for 15 years.
Home Buyer Dream Program (HDP)
Eligibility: Households earning ≤80% of Area Median Income (AMI)
Offers grants for down payment and closing costs for first-time buyers in New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands.
University of Rochester Home Ownership Incentive Program
Grant Amount: $9,000
Available to regular full-time/part-time employees, residents, and fellows. Requires a five-year commitment to both occupancy and employment. No income restrictions.
NeighborWorks® Rochester
Provides loans for down payment and closing costs for eligible first-time buyers. This program helps bridge the affordability gap for homebuyers ready to make the leap.
RHA Homeownership Program
Through the Rochester Housing Authority, existing voucher holders can transition into homeownership. After qualifying for a mortgage, RHA will contribute monthly toward mortgage payments.
NACA – Neighborhood Assistance Corporation of America
Delivers affordable homeownership to low- and moderate-income individuals. Their “Best in America Mortgage” features no down payment, no closing costs, no fees, and below-market interest rates.
Public Servant Next Door® Program
Open to all government employees who haven’t owned a home in the last three years. May include grants and down payment assistance. Available for any home on the market.
Nurse Next Door® Program
Open to all healthcare professionals, including nurses, doctors, and support staff. Offers grants up to $8,000 and potential additional assistance for qualified buyers.
